Paragraph of Article 118. 1 of Law No 220/2010 (Law of stability for the 2011 or Financial) made changes to the system of open-ended contracts in local authorities went to in paragraph 7 of Article 76 of Decree No. 112 / 2008, ratified by Law No. 133/2008.
As you know, that provision, as replaced by art. 14, c. 9 DL n.78/2010, it prohibits any institution in which the incidence of personnel costs is equal to or greater than 40% of current expenditure to carry out recruitment to any title and with any type of contract and the remaining institutions (subject to the Stability Pact) can proceed with recruitment of staff by up to 20 per cent of expenditure corresponding to the cessation of the previous year.
a result of the integration made by paragraph one of Article 118 of the Law of stability for the institutions where the incidence of personnel costs is less than or equal to 35 percent of current expenditures are permitted, notwithstanding the limit 20 per cent and in compliance with the objectives of the internal stability pact and the limits of containment of the total costs of personnel, recruitment for turn-over to enable the performance of basic Local police provided for in Article 21, paragraph 3, letter b) of Act May 5, 2009, No 42.
